Accordingly, the law mandated a series of data collection initiatives in the federal departments of Commerce, Labor, Agriculture, and Health, Education, and Welfare, specifying among other things that the Spanish-origin population be given “full recognition” by the Census Bureau’s data collection activities through the use of Spanish language questionnaires and bilingual enumerators, as needed; and that the Office of Management and Budget (OMB) “develop a Government-wide program for the collection, analysis, and publication of data with respect to Americans of Spanish origin or descent.” In May 1977, as required by Congress, OMB’s Statistical Policy Division, Office of Information and Regulatory Affairs, issued Directive 15: Race and Ethnic Standards for Federal Statistics and Administrative Reporting to standardize the collection and reporting of “racial” and “ethnic” statistics and to include data on persons of “Hispanic origin.” Directive 15 specified a minimal classification of four “races” (American Indian or Alaskan Native, Asian or Pacific Islander, black, and white) and two “ethnic” backgrounds (of Hispanic origin and not of Hispanic origin) and allowed the collection of more detailed information as long as it could be aggregated within those categories.
Plenty of potential for trouble in both those positions. The Cuban takeover had major consequences for Miami.
