When the war began, some Confederates claimed that the disparity in white manpower between North and South (6 million potential soldiers for the North versus only 2 million for the South) was irrelevant. From that division, the next wave of civil rights for minorities sprang. The exact same brain that can set up a crack network cunning enough to evade the FBI can be used to set up a neighborhood supermarket chain store, or a car wash, or a service that develops the community. Slavery was abolished permanently in the French Empire in 1848, in the Spanish Empire in 1880, and in Brazil in 1888. (Brazil is central, since it received more than one-third of all Africans imported in the slave trade).

The abolition act had made it so, setting this as the age of release of children of slaves, and it would have seemed unjustified not to also do so in other cases. Two initially unrelated events solved the upper South's problem of a surplus slave population, caused slavery to become entrenched in the Southern States, and created what we know as the antebellum South. The real reason probably may be found in two causes. The legal framework of slavery would still exist in the former Confederate states as well as in the Union slave states that had been exempted from the proclamation.

However there is no denying the historic link between sugarcane production. Genovese notes that the war produced no general rising of slaves, but: "In Lafayette County, Mississippi, slaves responded to the Emancipation Proclamation by driving off their overseers and dividing the land and implements among themselves." The North American mainland was a relatively minor destination in the global slave-trading network. However it also produced a stronger Fugitive Slave Law that forced northern law officials to seize and return runaway slaves.
